Aside from the federal bureaucratic hoops, the real problem is that too many high school students are unprepared for community college as it is. According to a 2012 Inside Higher Ed study, 52% of community college students have to take at least one remedial course, and only 22% of students who took remedial courses went on to finish their two-year degree. Well, at least he didn’t propose legislation that already exists. Oh Wait, he did when he proposed a law for equal pay for women which is exactly what “The Equal Pay Act of 1963” covers.
