A report, by the nonpartisan GAO, cites significant deficiencies in the security of IRS financial reporting systems that are a treasure trove for identity thieves. This type of behavior is expected of an agency which rewards bonuses to those who have been cited for fraud, drug use, violent threats, and failure to pay their taxes.
